In a large mixing bowl, whisk together the oat flour, protein powder, baking powder, cinnamon, pumpkin pie spice, and salt.
In a separate medium bowl, stir together the pumpkin puree, almond butter, maple syrup, and vanilla extract until smooth.
Fold the wet ingredients into the dry ingredients using a spatula until a thick, uniform batter forms.
Fold in 1/4 cup of the chocolate chips, reserving the rest for the top.
Press the batter evenly into the prepared baking pan and sprinkle the remaining chocolate chips on top.
Bake for 22 to 25 minutes, or until the edges are firm and a toothpick inserted into the center comes out clean.
Allow the bars to cool completely in the pan for at least 30 minutes before slicing into 12 rectangular bars.
